The bandit leader has a map on him that marks four locations. Looting the map should start the quest. EDIT: At that location is a large chest. Don't forget to loot it.

On the Dragonborn DLC in Solstheim If you get the swords first the quest when started will lead you to a pirate that will not have the deathbrand map to the armor set in his inventory. It is a glitched quest that will never be finished if you explore. The door that leads to the swords can be picked. If anyone knows of any other quest that are glitched or not working let …F EATURES.
